Professional Experience (in service)

  • Joined the Indian Administrative Service through All India competitive examination of 1953.

  •  Retired from IAS in 1989 after holding several important positions.

State Level

  • Was Collector, Head of Department, Planning and Finance Secretary; Commission for Economic Development; Chairman of Electricity Board, Industrial Development Corporation, Public Enterprises; Chief Secretary to Government.
    With long experience in planning and finance, was in charge of monitoring and Chairman, Steering Committee of all extremely aided projects for a number of years.

  • Was responsible for initiating the establishment and running of a number of S&T institutions in the State.

  • Was also Special Adviser to Government on Decentralisation to District and local levels and wrote a major Report on Decentralisation. 
National Level

  • Was Joint Secretary to Prime Minister (Smt. Indira Gandhi and Shri Morarji Desai) for over six years from 1972 to 1978 in charge of all economic matters and Science and Technology.

International

  • Have been Consultant to UNESCAP, UNCHS, United Nations Economic & Social Council (UNESC), UNDP on multi-level planning, intergovernmental relations in countries, integrated physical, economic and environmental planning, Project Evaluation, etc.

  • Was Vice-Chairman of the U.N Committee on Right to Development from 1980 to 1984.
Professional Experience (after retirement)

  • Was Advisor to Governor of Tamil Nadu during President’s rule in 1991.

  • Was Vice-Chairman, State Planning Board, Kerala from 1991 to 1996 and from 2001-2005 with rank of Cabinet Minister.

  • Was concurrently (from 1992 to 1996) Director of the think-tank of Rajiv Gandhi Foundation, New Delhi.

  • Member of RGF Task Force on Panchayat Raj.

  • Chairman or Member of certain committees of Government of India on Panchayat Raj, etc.

  • Continues as chairman of the Centre for Management Development, Thiruvananthapuram.

  • Was a Member of the Government of India’s National Commission on Water.

  • Was a Member of the National Dairy Development Board.

  • Is a Member of the Governing Board of Institute of Rural Management (IRMA), Anand.

  • Is a Member of the Governing Board., Centre for Development Studies, Thiruvananthapuram.

  • Member, Administrative Reforms Commission, Government of India.
