Gram Panchayat has been given the key role in implementation
of NREGA. The size and population of panchayats very widely
from State to State (or UTs) and also within a State (or
UT). Would it be desirable to group the smaller panchayats
into viable and administrative units for the purpose of this
Act?

ensure that the works included in the shelf of projects or
the once really needed for development of any particular
village? How to work out the priority between works?
